Council Meeting Minutes
REGULAR COUNCIL MEETING MINUTES August 13, 2019 7:00 P.M. The Roscoe City Council met in a regular meeting on August 13, 2019 at 7:00 p.m. The meeting being open to the public and notice of said meeting giving the date, place and subject thereof, having been prescribed by law, there being present the following members: Mayor Frank Porter, KC Hope, Edwin Duncan, Susie Alford, Billy Joe Jay, and Robert McBride. City Attorney, Zollie Steakley, was absent. Mayor Porter called the meeting to order at 7:07 p.m. stating a quorum was present. Billy Joe Jay led the invocation. City Administrator, Cody Thompson, updated Council on several items: the main lift station pump has been repaired and should be installed tomorrow; the pump at the swimming pool had to be replaced; the West Texas Wind Festival will be held October 19th; the water and sewer rate study should begin the first of September and take from 6 to 8 weeks to complete. It will be reviewed in October and the new rates will be implemented then; the work currently being done by Flint Stone Services on the new sewer line replacement project is going slower than planned, they have had to replace some of the work that had been completed; the I-20 re-alignment project is moving along, the City has informed TXDOT of our water and sewer lines that run under I-20. The Cities engineering firm of e/HT has been included in the conversations concerning this project. Mr. Thompson has been working with Carl Childers on his development on the North side of town, more information will be forth coming; TML had advised that street department funds can be used to purchase equipment for the street department and the TWDB funding is progressing as planned and e/HT has plans which will be reviewed and possibly modified as needed for the project. Chief of Police, Felix Pantoja, presented his monthly police report. There were a total of 153 calls for the month of July, 4 auto crashes, 5 burglaries involving vehicles, 1 arrest, 3 citations and 11 traffic warnings. He asked for permission to hold a bonfire for the homecoming festivities in October. Council granted that request. Billy Joe Jay moved to approve the July minutes and bills paid, second by Susie Alford, all in favor, motion carried. Mr. Thompson told Council that TML has advised him that street maintenance funds can be used to purchase equipment for the street department. Robert McBride moved to approve the purchase of a John Deere backhoe to be used in the street department and to be paid for out of that department. The backhoe will cost $40,000.00, second by KC Hope, all in favor, motion carried. Mr. Thompson asked Council when they would like to schedule a budget workshop. Robert McBride moved to hold this meeting on August 22, 2019 at 7:00 p.m., second by Edwin Duncan, all in favor, motion carried. The meeting adjourned at 7:42 p.m.
