Council Meeting Minutes
REGULAR COUNCIL MEETING MINUTES March 12, 2019 7:00 P.M. The Roscoe City Council met in a regular meeting on March 12, 2019 at 7:00 p.m. The meeting being open to the public and notice of said meeting giving the date, place and subject thereof, having been prescribed by law, there being present the following members: Mayor Frank Porter, Robert McBride, Edwin Duncan, Susie Alford, Billy Joe Jay, and City Attorney, Zollie Steakley. KC Hope was absent. Mayor Porter called the meeting to order at 7:00 p.m. stating a quorum was present. Zollie Steakley led the invocation. Frank Villegas came before the Council to express several concerns he has. He is concerned about the drainage from the new housing addition coming toward his house and the erosion that it causes around the lift station located across the street from his house. He also feels that this erosion causes raw sewage to escape from the lift station. He had pictures for Council to view. He is also concerned about the drilling of the oil well in the new addition possibly causing harm to the Cities water supply as well as private wells. He stated that Council is responsible for all that goes on and he wants answers to all of his concerns. Mr. Villegas is also concerned about loud music in the area. City Administrator, Cody Thompson, said that we will have to make a decision on water line improvements and loan for improvements at the next Council meeting on April 9th. The loan amount would be approximately $1.9 million plus approximately $330,000.00 in green funds would make the total in improvements approximately $2,233,000.00. The annual spring clean-up begins March 21st and ends March 28th. The hours of operation are 9 a.m. to 7 p.m. daily. The City’s annual Easter egg hunt will be Saturday, April 20th at Old Town Park and will start at 2 p.m. Chief of Police, Felix Pantoja, had nothing to report. Billy Joe Jay moved to approve the February minutes and bills paid, second by Susie Alford, all in favor, motion carried. Robert McBride moved to approve the certification of unopposed candidates for the May 4, 2019 election, second by Edwin Duncan, all in favor, motion carried. Robert McBride moved to approve ordinance #144 cancelling the May 4, 2019 election, second by Billy Joe Jay, all in favor, motion carried. Robert McBride moved to approve resolution #149 authorizing continued participation with the Atmos Cities Steering Committee; and authorizing the payment of five cents per capita to the Atmos Cities Steering Committee to fund regulator and related activities related to Atmos Energy Corporation, second by Billy Joe Jay, all in favor, motion carried. Robert McBride moved to advertise for bids to operate the swimming pool for the summer of 2019, second by Billy Joe Jay, all in favor, motion carried. The meeting adjourned at 7:24 p.m.
